Role Overview:

 

The Community Shelter & Winterization Officer will support the implementation of UNOCHA-funded emergency response activities with a primary focus on safe shelter construction, winterization techniques, insulation, climate-resilient building practices, and community hygiene promotion.

 

The position will work closely with communities, local artisans, volunteers, and project teams to enhance household preparedness for winter, reduce climate-related risks, and improve health and hygiene practices in flood-affected areas.

 

Key Responsibilities:

 

Shelter, Winterization & Climate-Resilient Practices

 

  • Conduct community awareness sessions on:
    • Safe shelter construction and maintenance
    • Winterization techniques for flood-affected houses
    • Energy-efficient and climate-resilient heating practices
  • Train local artisans, volunteers, and community members on:
    • Climate-resilient building methods
    • Use of locally available materials for insulation and shelter strengthening
    • Basic safety standards in emergency shelter rehabilitation

 

Hygiene Promotion & Community Awareness

 

  • Conduct hygiene promotion sessions covering:
    • Personal and household hygiene
    • Safe water handling and storage
    • Sanitation practices during winter

 

Community Mobilization & Coordination

 

  • Mobilize communities for training sessions, awareness meetings, and demonstrations.
  • Coordinate with Local Support Organizations (LSOs), local leaders, and volunteers to ensure participation and ownership.

 

Monitoring, Reporting & Documentation

 

  • Maintain records of sessions conducted, participants trained, and communities covered.
  • Collect basic field-level data for reporting against project indicators.
  • Document good practices, lessons learned, and field observations for donor reporting.
  • Support the Project Manager in preparing activity reports and updates as required by UNOCHA.

 

Required Qualifications & Skills

 

  • Bachelor’s degree in Civil Engineering (preferred), Environmental Sciences, Architecture, Public Health, Social Sciences, or a related field.
  • Minimum 1–2 years of experience in emergency response, shelter, WASH, community resilience, or climate-related interventions.
  • Practical understanding of safe shelter, winterization, insulation, and climate-resilient construction practices.
  • Strong facilitation, training, and community mobilization skills.
  • Ability to work in remote, challenging field conditions.
  • Familiarity with local context, climate conditions, and languages of Diamer and Ghizer is a strong asset.
  • Basic reporting and documentation skills.
