Purpose 

The M&E Officer is responsible for the design, implementation, and oversight of the monitoring and evaluation framework for the Community Based Protection (CBP) project. The incumbent will ensure that all CBP protection activities including MHPSS are data-driven, results-oriented, and compliant with donor and Inspire Pakistan standards. The role aims to measure the impact of interventions on vulnerable communities, ensure accountability to affected populations (AAP), and facilitate evidence-based reporting.

Key Responsibilities

M&E System Development and Management

  • Develop and implement the Project M&E Plan in alignment with the project’s log frame. 
  • Design standardized data collection tools (pre/post-test, FGD guides, KII questionnaires, satisfaction surveys) specific to Community Base Protection and MHPSS indicators.
  • Establish and maintain a robust complaint and feedback mechanism (CFM) to ensure accountability to beneficiaries in KP.
  • Digitize data collection processes where feasible for real-time reporting.

Data Collection and Quality Assurance

  • Conduct regular field visits to monitor CBP activity implementation.
  • Verify the quality and accuracy of data reported by Community Base Protection Officers and Case Management Officers. 
  • Ensure the proper documentation of success stories, human-interest stories, and photographic evidence adhering to ethical and “do no harm” principles.

Reporting and Analysis

  • Prepare monthly, quarterly, and annual M&E reports highlighting progress against targets, variance analysis, and contextual challenges.
  • Maintain a centralized project database tracking beneficiaries disaggregated by age, gender, and disability (AGD).
  • Support the Project Manager in drafting donor reports by providing verified data and evidence-based narratives.

Capacity Building

  • Train project staff on M&E protocols, data collection ethics, confidentiality agreements, and the use of mobile data collection tools.
  • Conduct regular lessons-learned and reflection sessions with the project team to adapt programming based on findings.

Coordination and Learning

  • Support baseline, mid-term, and end-line evaluations in coordination with the Head Office MEL unit.
  • Ensure that cross-cutting themes such as Gender Equality, Disability Inclusion, and PSEA are integrated into all M&E activities.

Other Duties

  • Perform any other duties related to the position, as reasonably assigned by the Supervisor or relevant Head Office units, in line with organisational policies and operational requirements.

Qualifications & Experience

  • Preferably degree in Social Sciences, Statistics, Development Studies, or Public Health. Candidates with a Bachelor’s degree and significant relevant experience may be considered.
  • Minimum 3-5 years of demonstrated experience in Monitoring and Evaluation, preferably within protection, human rights, or humanitarian projects.
  • Proficiency in data analysis software.
  • Excellent report writing skills in English.
  • Knowledge: Familiarity with the protection landscape in KP, particularly regarding Afghan refugees.
